COMMISSIONS Sarah Essen suffers from low morale now that she is police commissioner and her husband is running for mayor. When a criminal takes a rookie officer hostage in GCPD Headquarters, she offers to replace the rookie as a more valuable hostage. She quickly subdues him when he tries to make the exchange, however.
